What is an Executive Order (EO)?

Article Two of the US Constitution gives the president broad executive and enforcement authority to enforce the law and manage the resources and staff of the executive branch. While not “public law”, executive orders have significant influence over the internal affairs of government because all federal agencies come under the direction of the President.


How do EOs affect your federal contracting business?

Federal government spends billions on every conceivable product and service. Initiatives driven by executive orders can change direction on what agencies are contracting businesses to support. You will often see terminology change to meet the language of new initiatives. We saw this happen at the beginning of the Trump administration when EOs moved the focus from environmental “green” initiatives to military strength. I was in several Department of Energy meetings where if you simply changed a single word in your presentation from “Sustainable” to “Resilience”, the acceptance of the proposal.

How you can leverage EOs:

1.    First, take some time to review the new administration's EOs. Look for where your company’s offerings fit in with the new initiatives.

2.    Amend your capabilities to align with new initiatives.

3.    Help agency decision makers understand the EO.
