Doug Lowe founded Facility Programming and Consulting 33 years ago and, in that time, has provided strategic assessments and planning documents for hundreds of government, municipal, and higher education clients throughout the world. He has provided services to NOAA, the National Weather Service, and the National Park Service on multiple repeat contracts for more than 15 years. Doug’s extensive experience has provided him with a strong understanding of the expectations and challenges faced by users, contractors, and federal employees.
An architect by degree, he quickly grasps the big picture issues that control a project and exhibits a natural talent to help those involved understand the decisions that need to be made, and in which order. Doug is the president of Facility Programming and oversees all company operations, ensuring that our work product is consistent with our depth of knowledge and unparalleled expertise in the specialized field of strategic planning.
