John began working for the U.S. EPA in 1991 initially focused on conducting compliance monitoring inspections, mainly for the management of hazardous waste, as well as developing and delivering training for EPA and state inspectors. John retired from the Agency in May 2023 as a Senior Executive Service and the Director of the Office of Compliance. John was responsible for an office of 120 FTE and a budget of more than $30M along with leading EPA’s largest programmatic data system, Integrated Compliance information System (ICIS) and development of data analytics through the Enforcement Compliance History Online (www.echo.epa.gov). John is a registered professional engineer in environmental engineering and has a M.S. in Water Resources Engineering from George Washington University and a B.S. in Civil Engineering from West Virginia University.
