Shauna Weatherly is an experienced Federal acquisition subject matter expert with over 35 years of experience awarding and managing federal contracts valued in excess over $750 Billion. After retiring from Federal Civilian Service in December 2022, Shauna is now the President and Founder of Federal Subcontract Solutions LLC (dba FedSubK) specializing in helping small businesses better understand and navigate federal acquisition policies and processes as prime or subcontractors.

While with the General Services Administration (GSA), Shauna was a Senior Procurement Analyst and advisor to the Civilian Agency Acquisition Council, analyzing the impacts of new laws, executive orders, and Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) proposed, interim, and final rules on SAM.gov. Other positions held at GSA include Lead Business Management Specialist and Contracting Officer’s Representative (COR) on the governmentwide GSA SmartPay 3 contracts providing financial payment solutions to over 560 federal agencies and organizations, and Acquisition Workforce Training and Development Coordinator where Shauna was responsible for providing quality assurance and training for the Travel, Motor Vehicle, and Card Services acquisition workforce.

Shauna held acquisition leadership positions with unlimited Contracting Officer (CO/KO) signature authority at GSA, Federal Aviation Administration (FAA), and U.S. Army Corps of Engineers (USACE). At FAA, Shauna served as Director of the National Airspace System, Logistics, and Facilities O&M Contract Branch. At USACE, Shauna was the Tulsa District Contracting Chief, Chief of Services and Supplies Branch at Sacramento District, and deployed to the Afghanistan Engineer District to serve as a Senior Procurement Analyst. She has hands-on experience developing acquisition strategies and requirements, evaluating sources, and negotiating contracts in several industries to provide support to the Department of Defense (DoD), FAA, Department of Homeland Security (DHS), GSA, and a variety of civilian agencies as they meet mission requirements for the warfighter and public.
