Secret and Top-Secret contracts happen every day and Solicitations with DoD/NSA/CIA and other classified requirements provide significant challenges for companies - even when they have TS/SCI level clearance. Bidders may have access to the top level solicitation, but often do not even know that there are additional documents associated with solicitations - including supporting documents that have details that are critical to your technical and pricing proposal.
