At our Simulated Technical Evaluation Proposal Training your staff will observe a government Technical Evaluation Panel in action.

At our Simulated Technical Proposal Evaluation Training and Teambuilding workshop your staff will observe government technical proposal evaluators for a half-day and learn how the government really evaluates your proposals. Win Themes are not welcome!

This is original prepared training instruction you can not receive anywhere else. Our lead trainer was a Government Technical Panel Information Technology chairperson for 15 years.

At the end of our training, you will understand how the Government evaluates proposals, which will better enable you to write and submit higher rated proposals.

This training is for program managers, proposal writers and anyone engaged in preparing competitive proposals.

Attendees will be required to review and score the proposals prior to the training event. Estimated time to review and score the proposals prior to the training event: 4 hours.

This groundbreaking training is not offered anywhere throughout the Federal Government contracting community.

Material will be provided to Participants and Observers a week prior to the training. Participants will be required to review and evaluate/score the proposals. Observers will not be required to score the proposals. Observers will watch the Technical Evaluation Panel in action.

The trainers include Melvin Broussard, a Technical Evaluation Panel Chair on 78 high dollar procurements over a 15-year period.

Our training modules include:

  • Technical Evaluation Panel Instructions
  • Request for Proposal including a Statement of Work and Evaluation Criteria; 3 short proposals and resumes to evaluate
  • Evaluation Scoresheets
  • A Cost Report
  • A premeeting will be held one week prior to the main event for 1/2 hour.

About the speakers

Three trainers and originators of the material representing industry (Desirea Votaw), contracting offices (Brian Hebbel), and program offices (Melvin Broussard) will lead this training and teambuilding session.

Brian Hebbel has 37 years of federal contracting experience, 32 years as a contracting officer. Prior to his retirement in October of 2017, he was a Senior Acquisition Official (Group Director) at the Centers for Medicare & Medicaid Services, Office of Acquisition and Grants Management. He provided oversight to three contracting divisions awarding $1,500,000,000 in contract awards in FY 2017.

Desirea Votaw MS, BA is the Creator of Meraki Creators, LLC. Meraki is a Greek word that means to do something with soul, creativity, or love, leaving a piece of yourself in your work. Her mission is to infuse business with consciousness and awareness to create winning strategies. She studies the Centers for Medicare and Medicaid Services’ (CMS) programs, goals, acquisition methods, contractors, and industry professionals. She uses my knowledge and network to develop pipelines, identify opportunities, create teams, and develop strategies to help companies pursue Federal contracts. MS. Votaw understands the landscape and legislation that drives CMS’ priorities. She is very familiar with CMS’ Centers, what they are buying, how they are buying, and from whom they are buying. She writes articles for G2Xchange around various subjects, but has been most renowned for her analysis of CMS’ Justification of Estimates for the Appropriations Committee (JoE). She has been doing business development at CMS for almost a decade and has won millions in CMS contracts in the various centers.

Melvin Broussard functioned as the Office of Information Technology (OIT) TEP chairperson for over 15 years at the Centers for Medicare & Medicaid Services. Over this 15 year period, he was a TEP Chairperson on 78 IT procurements. He was responsible for ensuring TEP members were familiar with procedures for evaluating technical and cost proposals for compliance to policy, regulations, proposal instructions, and evaluation criteria.
